Few things to me are more satisfying than reading over one hundred pages of the latest federal rulemaking, and a 110-page proposed rule published in the Federal Register on July 6 was no exception.
After law school, I clerked for Washington Supreme Court’s longest-serving chief justice, and he had a passion for making the law relatable to the average person. I could tell immediately that this passion is shared by the Centers for Medicare & Medicaid Services (CMS), as the rulemaking’s 36-word title was so succinct.
